4. The notice to a new lessee provided for in article 1896 of the Civil Code shall mention the changes made to the leased property including its accessories, dependencies and services, including services of a personal nature provided to the lessee, and to the other conditions of the lease under which the lowest rent was paid during the 12 months preceding the beginning of the new lease or, as the case may be, in respect of which the rent was fixed by the Court during the same period.

4.
